What is Lead Inspection

In New York City, Local Law 1 of 2004, and its amendments, require landlords to identify and remediate lead-based paint hazards in the apartments using trained workers and safe work practices.
Starting in February 2021, Local Law 1 of 2004 applies to all one-unit or more unit occupied buildings.
The most recent update to Local Law 1 is Local Law 31 of 2022. It seeks to further protect children from lead exposure. There are 5-year testing requirements for all residential building owners in the NYC region and are required to at-least get their homes inspected by August 9, 2025.
Lead-based paint hazards are presumed to exist in dwelling units and common areas if:
1- The building was built before January 1, 1960;
2- The building has tenant-occupied rental apartments; and
3- A child under the age of six resides in the dwelling unit.

New Lead in Dust Standards

As of June 1, 2021, the new lead in dust standards are:
Floors: 5 mcg/ft2
Window Sills: 40 mcg/ft2
Window Wells: 100 mcg/ft2

New Lead-Based Paint Standards
